For most of the post-World War II period, direct and indirect federal aid to state and local governments steadily increased. In the 1980s, however, such aid fell substantially in real terms, and as a result much of the nation's effort in education, housing, health, welfare, police, and transportation has fallen short. To address this problem, significant increases are needed in federal aid to states and localities, and the distribution of the aid needs to be shifted away from tax expenditures (e.g., deductibility of taxes and interest) and toward grants.
